§ 38-60. Obstructing access to refuse containers.

(a)

No person shall stop, park or leave standing any vehicle, whether attended or unattended, in such a way as to obstruct access to refuse collection containers, whether these containers are public or private; except where refuse collection containers are placed in areas designated and used as loading and unloading areas, persons who shall have stopped, parked or left standing any vehicle for the purpose of and while actually engaged in loading or unloading merchandise or passengers shall not be held in violation of this section.

(b)

Refuse collection containers shall have painted on the side facing traffic a sign which reads "No parking."
